Team
Administration
The league will be arranged to match player ages and size according to the
following measures:
Divisions:
-Players will be placed in one of two separate divisions.
--Third (3rd) and fourth (4th) grade.
--Fifth (5th) and sixth (6th) grade.
Sizes
-Players will be weighed at sign up & and drawn to teams
-First by grade then by weight.
-Each team receives an equal number of draws at a given weight group.
Game Rules:
Mulvane
Junior League Football will be played according to Kansas State High School
Football Rules with the following exceptions:
There shall be a minimum
of three officials scheduled to work each Mulvane Football League game.
3rd and 4th grade division only:
Declared punts will be uncontested.
In the 3rd & 4th grade division, extra point
kicks will be uncontested.
For an extra point kick to qualify as a score, the following shall be applied:
-The offensive team must comply with all rules consistent with offense and the kicking of an extra point.
-They shall be required to execute a clean snap between the center and the holder.
-The snap will not be allowed to bounce or be out of the holders immediate reach.
-The
kick must be executed in a clean and orderly fashion and to be free of fumble or
any other mishandling of the ball.
One coach will be allowed on the field to call plays and aid in organizing the
team for orderly play.
-Any team who's coach violates this rule will be penalized 5 yards.
Both Divisions:
Length of periods shall be 8 minutes per period for the
5th and 6th grade division. The 3rd and 4th grade division will use a running
clock set at 12 minutes per quarter for the first two games of the season, and 8
minute quarter for the remaining four games. Time will resume as soon as
possible between quarter breaks, each team must warm up the final 2 minutes at
half time.
Each team shall be allowed three one minute time outs per half.
Free substitution at all times.
Point after touchdown shall be (1) for run or pass. (2) for the kick.
Proven failure of mandatory rules will result in forfeiture of the game.
In absence of a clock, officials will notify coaches four minutes until the end of each quarter.
Defensive set with a nose-guard is NOT allowed in either division.
The middle linebacker will not be allowed within 6 feet (2 yards) of the line of scrimmage until the ball is snapped.
Defensive guards have to be lined up heads up with the offensive guards and tackles.
Coaches on the sidelines in either division must stay between the 30 yard lines.
All regular seasons games
ending in a tie at the end of regulations time will be played off according to
the Kansas high school rules pertaining to over-time periods.
Exceptions to High School Overtime Rules:
--- Each team will only receive one possession.
--- The winner will be determined by most points scored.
--- In the event neither team scores the game will be declared a tie.
Coaching
There will be limit of three coaches per team allowed on the sidelines during
games. Each team is allowed to have in addition, one student coach ( the
student coach's purpose during a game is to aid the head coach and assistant
coaches with tracking play on the field, learn game strategy, assist in
providing water for the players, equipment repairs etc ....). To be eligible
as a student coach the individual shall be an active student at either the
Mulvane High School or Middle School, attend the teams practices regularly, and
be accepted and listed as a coach with the Mulvane Junior League Football
Director.
Practice Time
Each team will be allowed a maximum of six (6) hours of practice a week up until
the first game, then a maximum of (4) hours per week for 3rd & 4th; (6)
hours per week for 5th & 6th. (Practice games are considered as weekly
practice time )
